National Highways Sector Scheme 16 — Laying of Asphalt Mixes

This is the gold standard for road surfacing contractors. NHSS Sector 16 is mandatory for any company laying asphalt on the UK's strategic road network — motorways, trunk roads and major A-roads managed by National Highways.

The certification is audited by UKAS-accredited bodies and builds upon ISO 9001, adding highway-specific requirements for operatives, equipment, materials and working practices. Achieving Sector 16 places Stardom Ltd alongside the UK's major national contractors — demonstrating that a 20-person specialist can meet the same exacting standards as multi-billion-pound corporations.

For road surfacing, this means standardised project planning, material approvals, construction method statements, site inspections, testing protocols and defect rectification procedures. ISO 9001 is also the foundation upon which NHSS Sector 16 is built — you cannot achieve Sector 16 without first demonstrating ISO 9001 compliance.

Alcumus Health & Safety Accreditation

SafeContractor is one of the UK's leading health and safety accreditation schemes, operated by Alcumus. As a founding member of SSIP (Safety Schemes in Procurement) with UKAS accreditation, SafeContractor certification is recognised by over 450 hiring organisations.

Our SafeContractor approval demonstrates that Stardom Ltd has been independently assessed and meets or exceeds the health and safety standards required by principal contractors and clients across all sectors.

PQS Certificate

Pre-Qualification Scheme — SSIP Registered

The PQS Pre-Qualification Scheme is a UKAS-accredited inspection body and SSIP registered member. Our PQS certification provides a nationally recognised route to demonstrating health and safety competence.

PQS approval is mutually recognised across all SSIP member schemes including CHAS, Constructionline, SMAS Worksafe and SafeContractor — meaning our single certification satisfies the pre-qualification requirements of multiple client frameworks.
